NCTE Resource: U.S. Passports for transgender people

Dear Friends,

Today we are releasing a new NCTE resource, “Transgender People and Passports.” Among the hurdles that transgender people face when applying for and modifying U.S. passports the following are of particular note:

1. The State Department’s strict surgery requirement for changing gender.
2. A narrow definition of parents as “mother” and “father” only.
3. Challenges for people under 18 due to either the surgery requirement and/or the need for parental signatures.

NCTE continues to work with the federal government to remedy these policies and many others that fail to reflect the needs and experiences of trans people.  In the meantime this resource will help people dealing with passports today.

This document was written by one of our associates, Jack Harrison, with input from Lambda Legal’s Cole Thaler and from the U.S. State Department.
